I wiped off the dirt and dust, wound it up and let it unwind. It spins for over 5 minutes.

I repeated the test 3x. I do not have a record to test it, but the speed seems reasonably close to 78 and I believe it is adjustable. There is rust and dirt as shown. The front doors are missing knobs. The Oak wood needs to be refinished. The felt definitely needs replacement. The platter under the felt has some rust. Please see the pictures for your best description.
